Row-level Security

A customer needs an application to define row-level security policies, such as which merchants a user is authorized to see. The application should let the administrator locate an user by its Windows logon and provide UI to select a merchant(s) from a SQL Server database the user is authorized to see. The merchant entity is a parent-child where a merchant can have submerchants and recurse all the way to stores.  If the user is given an access to a given merchant, the user has access to all of its descendants. The output of the management application will be a simple list that the allowed merchants per user logon, such as:

User          Allowed Merchant Key

aw\bob      1

aw\bob      2

aw\alice      1

Can .NET SQL Authorization Manager help with this requirement?
